Abstract
Purpose. This study attempts to explore the possibilities of setting up a personnel program in the small high school. A personnel program consists of the following phases: (1) studying individuals in order to ascertain their specific interests, needs, and abilities; (2) providing curricular, extra-curricular, and vocational opportunities suited to individual needs and abilities; (3) guiding individuals into useful work and healthful recreation that will develop their abilities. Existing programs for personnel and guidance work are applicable primarily to the large high school. It is the purpose of this thesis to suggest a program suitable for the small high school.
Procedure. Information for this thesis was obtained by studying blanks, forms, and records used in guidance programs in the larger high schools and colleges; by personal interviews with college professors; by following the recommendations of experts in the testing field; and by interviewing school administrators. The data obtained from these sources were carefully selected, analyzed, and modified to be made adaptable to the needs of the personnel program of the small high school.
Application. The suggested personnel herein submitted is divided into five steps:
1. Giving the tests. The following tests should be given the first week of school: mental ability, achievement , aptitude, reading, interest, and attitude.
2. Rating pupils and recording data. The personality rating scales are given to the instructors, time charts and the autobiography blanks are distributed to the students, and health records are made available for the county doctor and county nurse. These blanks should all be filled out and returned to the personnel director as soon as possible.
3. Initiating remedial work. remedial instruction is based upon the test scores and needs indicated on the data charts.
4. Utilizing extra-curricular activities and supplementary agencies.
5. Counseling the individual students using the data obtained.
Heretofore, personnel work in the small high school has been neglected. The causes for this neglect have been limited facilities, limited financial support, and the absence of a trained personnel director. The program offered in this study reduces all three of these limitations to a minimum.
