Abstract
In making this study it has been the purpose to compare and contrast the relations of President Lincoln with his Senate and those of President Wilson with his senate. We must realize that Wilson had four free and comparatively peaceful years to devote to his domestic policies, while the Civil War was the fundamental business of Lincoln's whole administration; hence, he had time for only a cursory consideration of what would have been, in ordinary times, pressing domestic problems.
