Abstract
"The Alaskan fur seals constitute the most valuable fishery resource that any government in the world ever possessed", said George M. Bowers, commissioner of fisheries, in a report to the bureau of fisheries in 1909. It was for the preservation and protection of this wonderful resource, that the United States entered into an international controversy that lasted nearly half a century.
The general purpose of this study is to show how the controversy developed and the steps involved in making a successful settlement. Since there are many factors other than political and legal which played a part in the perpetuation of the controversy, it is believed worthwhile to discuss two of the most important of them as a setting for the main part of the story. These may briefly be stated as economic and geographic. [Taken from introduction]
