Abstract

This survey endeavors to trace and present the organization, development, and basic problems confronting vocational education as conducted for Negroes by the Kansas City, Missouri Public School System.

This work is considered under the following headings: History and Development, Census, Course Offerings, and Guidance.

The data for the beginning portion of the study were collected from personal interviews with citizens, school officials, relatives of the man who is credited with instituting the program of vocational education in Kansas City, Missouri, and official Board of Education records.

Census data were gathered from the files of semi-annual and annual reports made by the principals office to the office of the superintendent, the principals daily bulletin to the teachers, visiting teachers reports, and spot-checks made by the writer.

The data for the chapter on course offerings were gathered through these sources: interviews with the director of vocational education; the vocational teacher trainer and supervisor of trade and industrial education; the supervisor of coordinators; four principals; and thirteen teachers of vocational subjects; examinations of all available courses of studies; reference readings; and notes made during periodic visits to the various class-rooms.

The data concerning guidance followed the same patterns as outlined above with these exceptions: a questionnaire was prepared and distributed to 700 students to determine the extent to which the existing educational guidance program was meeting the vocational guidance needs of the pupils and to determine the interests of students in the various vocational courses in which they were enrolled.

Accuracy and authenticity were established by checking the frequency of appearences of dates and incidents in all interviews and by counter checking all records where such was possible.

Conclusions and specific recommendations were made.
